Planning & Environment Linkages Study

The Connecticut Department of Transportation (CTDOT) is performing a Planning and Environment Linkages (PEL) Study to analyze ways to improve safety and mobility along the I-95 corridor from the New York State Line to Exit 7 in Stamford.


What is a Planning & Environment Linkages (PEL) Study?

A PEL study is a collaborative approach to decision-making used to identify transportation issues and environmental concerns. This integrated approach considers environmental, community, and economic goals early in the planning process and uses this information to transition from the long-range planning process to transportation project development and environmental review. The information from a PEL study will be carried forward into the next project development phase, called the National Environmental Policy Act (NEPA) process. The CTDOT may adopt or incorporate planning projects from this PEL study into a federal or state environmental review process, pursuant to Title 23 U.S.C. § 168(d)(4). Study Area

The I-95 Greenwich PEL study area stretches 7 miles along I-95 beginning at the Connecticut state line and ending in Stamford just before Exit 7. The study area includes 7 interchanges, the Mianus River Bridge, and US Route 1.

Study Schedule

The study began in June 2023 and will last through December 2025. The study team is currently doing data collection and analysis of the current conditions within the corridor. Public involvement will happen throughout the study.
